Like myself, my neighbor loves animals. And we love living in a rural area on a dirt road outside city limits. The problem begins with people not spaying or neutering their pets. Next comes the unwanted puppies or kittens. Finally, those unwelcome pets are driven down a country road and dumped far away from home.
