Sgt. Dennis Raines Named Officer of the Year

  • Sergeant Dennis Raines accepts the 2024 Officer of the Year Award from 2023 Officer of the Year Lt.   • Officer Lance Biswell receives a Life-Saving Award during the 20th Annual "Celebration of Heroes" Shawnee Police Foundation Awards Banquet on Jan. 31 at the Grand Casino Hotel and Resort. Biswell responded to an injury accident and treated a victim with a leg injury who was on blood thinners. He applied gauze and pressure and kept monitoring the victim, realizing when a tourniquet was necessary and using that. Also shown are SPF Chair Melissa Stuteville, left, and Deputy Chief John Goss.

    In September 2024, Sergeant Dennis Raines responded to the scene of a stabbing and found the victim lying in a parking lot with two wounds.
